MBS changes and workflows: 1 November 2025

Your Communicare Administrators and Medicare Officers will be aware that from 1 November 2025, the Department of Health, Disability and Ageing will introduce changes to the Medicare Benefits Schedule (MBS). These changes will support doctors to bulk bill and improve access to general practice care by expanding patient eligibility for bulk billing incentives, and introducing a financial incentive program to support GPs and practices to grow
A summary of the changes is outlined below.
- Expanded Eligibility Criteria for Bulk Billing Incentives
- Currently, bulk billing incentives (BBI), which are additional MBS payments, only apply when billing children under 16 or patients with a Commonwealth concession card for eligible services.
- From 1 November 2025, these incentives will extend to all Medicare-eligible patients for eligible services.
- Introducing the Bulk Billing Practice Incentive Program (BBPIP)
- Under this program, participating practices will receive an additional quarterly incentive payment on MBS benefits paid from eligible services, split between the GP and the practice, where they bulk bill services. This is a model that practices must review and decide if it is right for them.
If it is, they must ‘opt in’ and are required to register and meet the mandatory participation criteria.
